I have heard of Creating Families and talked to them personally about their dual adoption/surrogacy program since the doctor I used was in Denver.

I chose not to work with an agency because a) we couldn't afford their fees and b) I felt there was nothing they did that I couldn't do myself (with the advice of a very special friend who was a surrogate for her brother). If I were to do everything over again, I might very well have gone with an agency since they can always act as a neutral party if any conflicts arise. It would have also taken a lot of stress off my shoulders if someone else had coordinated all the legal, medical, financial aspects of surrogacy to allow me to concentrate on the relationship and the pregnancy exclusively.

But, since you are in California and the laws are so surrogacy friendly there, why not choose a California agency? Colorado really doesn't have any surrogacy specific laws and it's pretty much at the discretion of the judge to approve/disapprove the parentage order.
